A committee is the first place a bill lands after being introduced. Most legislation occurs in the committees. Within the committee, a bill is usually considered by a subcommittee before the full committee debates the bill. If a bill is passed by the committee, the chairman (sometimes called the Chair) brings the bill to the floor to defend it.
